This article provides the results of research by the Institute of Public Finance in Zagreb, Croatia. It starts with the definition of the phenomenon before providing some information about different ways of its measurement and situation in Croatia and explaining some of its causes and consequences. The text concludes with proposals for improvement and estimates regarding further development.
