Strategies for Learning Democratic Citizenship

The presentation focused on the results of the study carried on as part of the 1997-1999 Council of Europe's project on Education for Democratic Citizenship (EDC). The report of the study was structured around two broad topics: learning for democratic citizenship (LDS) in context, and methods and practices. The first part introduces LDS as a multifaceted tool for developing a culture of rights and responsibilities and describes the background of EDC in Europe with an emphasis on the changes in EDC environment, including educational reforms and the relation of EDC to other innovative educational approaches. It also describes formal, non-formal and adult education settings of LDC. The second part deals with methods and practices in LDC. It addresses the general characteristics of LDC, describes core concepts and values, skills and attitudes and discusses the changing roles of teachers and students, as well as school and society related conditions for EDC implementation and development. The guiding principles summarise EDC as a multifaceted and multidimensional innovative bottom-up approach to facilitating active participation in democratic processes based on awareness and commitment to shared fundamental values and goals. It aims at helping pupils, young people and adults participate actively, creatively and responsibly in decision-making processes throughout their lives, using a broad range of formal and non-formal possibilities of a "learning society". As such, it promotes inclusive multicultural societies, strengthens social cohesion and solidarity. Besides a brief overview of the study, the presentation focused on the two aspects of LDC: supporting environment and methods and practices.
