The need for human resources, and not just any kind of human resources, but workers with a wide range of education and diverse knowledge (languages, interpersonal relations, economy, geography, history, culture, etc.) is very much present in tourism as a labour intensive activity, especially if we talk about managers of companies' businesses. The fact that tourism requires a large number of unskilled personnel is very suitable for the undeveloped countries, but the need for such workers is not so much present in developed countries anymore. Management and the education and training of this personnel is an extremely demanding and complicated job, especially if we tald about a country with distinctive problems of seasonality of tourism (for example, Croatia), when the demand for the seasonal work force that does not posses the necessary knowledge and consequently harms the quality of the services provided, exists. Special meaning is attributed to the role of managers who know the terms of business transactions in tourism and who actually create the personnel policy of the company.
