Road Concession Practice in Europe
BOT models of road infrastructure financing require the private companies involved to take long-term responsibility for public assets, not only for initial construction costs, but also for infrastructure operation and maintance costs, during its defined life, as well. BOT models normally include concession granted by a public authority determining the roles and responsibilities of both the private and public partner and determining financing, design, construction, maintance and operation of the project. The article rewiews road concession practices in Europe with specific focus on the SouthEast European countries. The purpose is not to analyse the subject, but to examine and recommend the best practice.
