The Policy and System of Regional Development
The existence of great differences in the level of economic development is a phenomenon found in many countries, both developed and developing. These differences are especially pronounced in the early stages of the economic development of a country when it initially affects only some of its parts and when only a small segment of its population can find a job in the budding modern industry, while the bulk of the population is still engaged in a backward and overpopulated agriculture. Industrial development in individual centres tends initially to increase regional difference in development, since such centres do not exist in all regions. It is only at a later stage of economic development, when the effects of industrialization have to a significant extent spread to all regions and to all areas within them, that development tends to become more even and differences inherited from the past to be gradually eliminated.
