Collective Agreements in Croatia
This paper describes national legislation and practice of collective agreements in Croatia. There is no statistics on collective agreements in Croatia ; there is only an approximation that 50 to 60 per cent of all employees are covered by collective agreements. Approximately 60 per cent of all employees are members of trade unions. There are five higher-level trade union associations, each one consists of 30 to 50 trade unions and there are two higher-level employers' associations. Croatian system of collective bargaining is characterised by the freedom to negotiate as a principle combined with the system of extension by administrative authorities (Minister of Labour). There is no duty to reach agreement, just duty to bargain in good faith. This paper describes a collective agreement as an important source of labour law in Croatia.
