THE ORGANISATION OF REGIONAL SELF-GOVERNMENT AND THE CONCEPT OF SUSTAINABLE DEVELOPMENT – THE CASE OF THE ISTRIAN COUNTY

The application of many scientific and technological achievements has significantly changed the modern way of living. However, the anthropocentric development has been causing many ecological problems. The quality of life and survival of one part of the Earth’ ecosystem are thus considerably threatened. So, the environmental management has become « ; necessity and challenge» ; of the modern civilisation. There are many possible subjects of changes in the society, particularly the ones related to the corporate management. The environmental management system (EMS), according to ISO 14001, viewed as an integral part of the entire corporate management system, improves the management of environmental protection. Contemporary trends of decentralisation increase the responsibility of regional and local management to their citizens. The implementation of EMS into the working process of the regional self-government is one of the ways of implementing the concept of sustainable development at the regional level, in accordance with the demands of Agenda 21. The paper indicates and estimates the processes and the importance of introducing EMS toward ISO 14001:1996, as a part of the integral management system (IMS), in the working process of the regional self-management regarding the improvement of the environment quality, taking the Istrian County as a case study.
