Condition Monitoring, Assessment and Maintenance of Bridges in Croatia

Condition monitoring and assessment play an important role in bridge management with respect to selecting an optimum maintenance strategy. Strong development of communication technology and measurement techniques during the past decades provided an efficient tool for monitoring the structural performance and durability parameters of bridges. The consciousness of benefits that continuous bridge monitoring may provide in preserving fitness of bridges to carry the loads and resist the environmental impact is increasing. If applied on continuous basis over a longer period of time, these shall provide useful information for the design of new bridges, enabling a more precise service-life design.Standards for the aassessment of the existing concrete bridges should be developed as the assessment is different then design. The process has to be as objective as possible to avoid subjective judgment, which can lead to wrong doings in characterizing structures. Assessment of existing structures has to be done by a team of experts and in an independent institution, which will not be under influence from any side with interests in repair or maintenance work. The framework for efficient bridge management in terms of bridge management system HRMOS exists, but it is not fully implemented in practice. This is mainly a consequence of scarce maintenance funds, which resulted in irregular inspection and limited testing, and subsequently led to huge and complex repair works.
