Evaluation of institutional and postpenal treatment of convicted addicts.

Scientific project « Institutional and penal treatment of convicted substance abusers» is being conducted since 2001, by Department of Behavior Disorders, Faculty of Education and Rehabilitation Sciences, University of Zagreb, Zagreb County Jail, Center for drug prevention and Croatian Association of Criminology. In general, there is no post-penal program for convicted persons in Croatia. This project is the first and the only so far. The program creators are trying to build a collaboration network between the institutions conducting the program and other Gov’ s and NGO's such as executive judge, psychiatric hospitals, welfare centers, employment agencies, lawyers, institutions for leisure time programming and other associations. Project's aim is to make a model of systematic post-penal treatment of substance abuse offenders, which could serve as a model program for all other categories of convicted offenders. The Croatian Ministry of Science and Technology finances scientific evaluation of this project. Two-year experience resulted in number of experiences on the field of work organization and networking, implementation of theoretical ideas and their adaptation in practical work, and scientific evaluation. Experiences however, are not optimistic. Considering minimal financial support of government institutions, the main reason for the surviving of Program is mostly the enthusiasm of individuals. In the presentation, the authors will present Project’ s basic ideas, experiences in networking and problems that exists in Project conductment.
