PROBLEMS OF EVALUATION OF IMMEASURABLE AND MEASURABLE FACTORS IN THE CBA OF THE ENVIRONMENTAL PROTECTION STUDY
Until two decades ago, economy and ecology were - both by institutions and by individuals – regarded as two separate scientific fields. The necessary concern regarding the sustainable development led to a completely new attitude that the economic growth need not always be to the detriment of protection of the environment. Harmony between industrial growth and the protection of the environment is the subject of Ecological (or Environmental) Economics. To speak about the links between the economy and ecology means to look at the water, soil and air as goods from the economic standpoint, and also as the means of survival of the planet from the ecological standpoint. Global pollution has a direct impact on the quality of water, soil, forests and air, which influences the global climate, and also has its feedback on the economy. The synergy between the new (“ clean” ) technologies and the well defined policies of preservation of the environment is the condition for global survival.
