Undoubtedly the information and communication technologies have become the basis of the postindustrial society. The port represents a vital subsystem of traffic system since the majority of countries have sea borders that are crossed by hundreds of millions of tonnes of cargo. The need to establish an integrated information system as the means of achieving competitiveness is of great importance if one considers 3.5 billion tonnes of cargo passing through the European ports annually, that is, 350 million passengers annually
