Humanitarian Intervention and International Responsibility
In his contribution, the author deals with "humanitarian intervention", defined as the use of armed forces by a State against another State for the purpose of protecting the inhabitants of the latter State from inhuman treatment. "Humanitarian intervention", as the author stresses, should not be linked with other types of intervention which have been topical from time to time: intervention for socialism, intervention to support self-determination, pro-democratic intervention, etc. On the other hand, "humanitarian intervention" must be distinguished from "humanitarian assistance", which is a broader concept or institution having some links with humanitarian intervention, but, in the majority of its aspects and problems, less controversial than humanitarian intervention.
