Generalised Problem Solving Roadmap for ITS Applications

Development and deployment of Intelligent Transport Systems (ITS) is one of the greatest scientific and technological efforts of the beginning of the 21. Century. The key challenge is moving from "telematic components" to "integrated collections of telematic and beyond-telematic components" which are designed, developed and managed independently. In this paper basic thesis is that generalized problem roadmap is more effective approach than trying to go directly from one's specific problem towards specific solutions of ITS applications. Developed models such as ITS architecture and Reference models (KAREN, FRAME) can be useful in developing effective country specific solutions (in Croatia, Latvia, Slovenia, etc.). In this context systemic knowledge engineering and generalized problem solving methods can provide a structure for more effective and efficient building of Intelligent Transport Systems. Suggested overall structure of ITS problem solving can be much more than an abstraction useful for conceptual and functional modelling. Generalized method becomes a building block in the design model that a programmer can use to implement a working system.
