All larger cities in Western Europe grant special importance to urban traffic, due to its influence on the quality of lifestyle of its citizens. In the countries in transition, the urban traffic problems were neglected for many years, or they were solved selectively and in a closely specialised manner ; the result of which was an unsustainable development of urban traffic systems. Reaching traffic goals in urban areas requires logistical infrastructure – system approach that will develop relations using multidisciplinary know-hows. In this paper, a logistic structure (system) has been presented for solving traffic problems within the city of Zagreb. The given example of creating intelligent traffic solutions provides the answer to the question in the title of this paper.
