Ways of Harmonization and Liberalization of Croatian Railways for Entry Into the European Market
In July 2003 the Croatian parliament passed the Railway Act which changed the organization of Croatian railways. The act was passed due to several reasons: the liberalization of the railway services sector, the harmonization of Croatian with EU legislature and to provide the basis for the continuing restructuring of Croatian railways. The legislation deals with the following issues: the organization of the railway system, specifically the division into infrastructure and transportation sections, detailing which parties can engage in transportation activities and the conditions for tendering of transportation services, specifically license and safety guarantees. The paper presents the conditions of implementing the new act as well as further steps that Croatian railways will take in legal, economical and technological sense so the companies that will be created from Croatian railways can be competitive in the European market.
