A Novel Approach in AIS-for-All Development

Automatic Identification System (AIS) has recently become the leading issue in maritime navigation and traffic management worldwide. AIS offers increased safety of maritime and river traffic, aids-for-navigation service and improved traffic control and management. Based on VHF data communications scheme, present AIS solution has limited operation area, determined by VHF signal propagation characteristics. AIS implementation requires the installation of appropriately designed equipment both on vessels and on the coastal stations. High cost and targeted design of the end-user equipment excludes smaller non-SOLAS vessels from the system, lowering traffic monitoring and aids-for-navigation service performance. Furthermore, wide area traffic monitoring requires additional AIS base station networking. Finally, data security problem is emphasised because everyone suitable equipped could received the data without previous authorisation. Here a novel approach in AIS development based on the most recent mobile communications technologies is presented. It utilises existing mobile communications equipment a majority of targeted end-users own and are familiar with. A novel AIS concept aims to offer transition of AIS data traffic to mobile Internet. An innovative AIS architecture supports AIS data processing, storing and transferring to authorised parties (other AIS users, coast guard, customs, police, navy, etc.). Proposed AIS solution incorporates all vessels (both SOLAS and non-SOLAS) by preserving functionalities required by existing AIS specifications. Furthermore, proposed approach in AIS development provides additional issues, such as: - global AIS - significantly enhanced operation area (coverage) - enhanced navigation data transfer security - controlled AIS data access to authorised parties (customs, coast guard, police, navy) - improved aids-for-navigation service - advanced communications services. Implementation of proposed AIS concept reduces system installation investments for authorities, while the end-users should expect only small to moderate operational costs. It should be emphasised that proposed novel approach in AIS development integrates present AIS-over-VHF solution, enabling secure AIS data exchange between authorised parties. Finally, proposed AIS solution offers much faster AIS introduction worldwide, contributing to international commitment to introduce AIS service for all vessels at earliest possible convenience.
