Application of queuing theory in civil management
Often there are attempts to reorganise or reduce the staff in civil management guided with an idea of better utilisation of resources. This paper draws attention to some limits of the utilisation possibilities in servicing systems. An issuing of building permission documents is taken as an example to be modelled using queuing theory (M/G/1 in Kendall notation). Number of demands for building permit and number of permits issued has been taken from archive of the Rijeka's city management. After variation of some parameters it becomes clear that high percent of utilisation of such a queuing systems leads to an unacceptable service levels (very long waiting times). Examination of the influence of the standard deviation, which can be interpreted as absence from work or various skill levels of the employees, has shown that large deviations from mean servicing time are unacceptable.
