New Paradigms of Regional Development in Countries in Transistion

The Lisbon strategy states that by 2010 Europe should become "the most competitive and dynamic knowledge based economy in the world capable of sustainable economic growth with more and better jobs and great social cohesion". In this context our main focus is to facilitate the process of creating an economy that is based on the provision of competitive high value services and the development of innovative products. Our starting point is that in a competitive environment innovation is a key driver of economic growth. It is not simply about pushing back the frontiers of knowledge: it is also about the more effective use and exploitation of all types of knowledge, in all manners of economic activity. In recent years the development of regional innovation strategies has been promoted heavily by the national governments in the countries in transition. The main reason is that such strategic approaches need a(n) (academic) consensus over the importance of innovation in regional economic development, as well as the systemic context of innovation. In this paper we will firstly identify new paradigms of a sustainable knowledge based regional economy. Secondly, we will examine ingredients for creation of this type of regional development model. All of them bring together a network of government, private sector and knowledge institutions in order to create a sustainable and competitive knowledge based regional economy. There have been some successes in strategies to better structure innovation policies in some regions in countries in transition. However, research showed the difficulties in regions where some form of successful innovation system were not already in place. Many strategy development processes fail through inadequate resources, limited political support, poor implementation and commitment, or conflicts with national policies. Therefore, thirdly, we will propose the elements of a suitable regional development model for the countries in transition based on the multilevel governance of resource, knowledge and business.
