Private forest management in Croatia as a limiting factor in the achievement of non-commercial and commercial forest functions in lowland regions

In Republic of Croatia, of the total forest area, 461, 137 ha or 19 % of forests and woodland is privately owned. However, the private ownership is highly fragmented. There are 600, 000 small scale private forest owners and there are no forest associations of private owners. On the area of Zagreb County proportion of small-scale private forests amounts for almost 50 % or 69, 420 ha. Regarding to dense population and spatial development, importance of forest functions in this region is more expressed. Regarding to dense population and spatial development, importance of forest functions in this region is more expressed. Research was carried out in lowland and hilly region of Zagreb County (4 land register districts). A total of 417 plots were staked out and structural elements of stands was measured. 366 forest owners (56.5 %) were interviwed. Results of the research indicates on high heterogenity of stands, relativly high variability of structural elements of main tree species. Higher variability of incidence of pedunculate oak trees in a space (C.V.=107 %) in relation to beech trees in hilly region (C.V.=76 %) was obtained. Moreover, non-existence of unique approach in forest manage and management on the area biger than is average parcel (0.43 ha) and selective cutting of individual mature pedunculate oak trees without regeneration leads to gradual evanescence of pedunculate oak trees from private lowland forests. Based on results of interviews, profil of typical small-scale forest owners has obtained. Recomendations for improvement of current status and small-scale private forest management has pointed out.

small-scale private forests; forest functions; structural elements; extensive management; selective cutting; typical forest owner
