Ljubljana airport passenger terminal development according to the Schengen agreement

The passenger terminal at the Ljubljana airport was built in 1973 as a one level building of 6.000m2. During different reconstructions in the years 1991-2000 anadditional 2.000m2 were added. In Yugoslavia the terminal was used for domestic and international flights. Upon the independence of Slovenia the domestic traffic disapeared and the whole terminal is now used for international traffic. A one level passenger terminal is a technologically dated, impractical solution that does not satisfy the requirements of passenger and baggage handling anymore. Furthermore, annual traffic is reaching almost a million passengers and there is a lack of capacity. The Ljubljana airport is a mini hub with approximately 22% transfer passengers. Therefore, the airport plays a specific role in this part of the region as a connection between southeastern and northwestern Europe. In the future, Slovenia, as a member of European Union, is faced with the task of implementing the Schengen regime. Due to this fact, the existing terminal is not suitable for expected flows through the passenger terminal. Traffic between Schengen states will be categorized as domestic, while other flights will be international. Airport management decided that the existing terminal must be incorporated into a new one. The existing terminal will function for arrivals only, while the new one will be used for departure and arrival operations. Planners prepared a few solutions and finally the decision was to create a one and a half level passenger terminal, accomodated with aviobridges and connected on the airside with the existing terminal by a corridor. The corridor on the airside with aviobridges is doubled for separation of Schengen and non-Schengen passenger flows. Forecasts were prepared and passenger terminal capacities have been established according to the certain level of quality of passenger and baggage handling. The paper will present case of the Ljubljana airport passenger terminal development plan according to the traffic forecasts, planned quality of passenger handling and the Schengen aquis.
