Economic Aspects Of The Restructuring Of Higher Education System In Croatia

Croatian system of higher education is undergoing a thorough restructuring based on ideas and concepts of Bologna declaration. The main objective should be to increase internal effectiveness and international competitiveness of Croatian higher education, bringing it to the level of key factor of economic development of the country. This reform, besides other, requires significant change in the system of higher education financing – total expenditures in higher education should be raised from present less than 1% to at least 2% of GDP. In the same time, a substantial change in structure of sources should occur too, increasing significantly share of private and all kind of 'non-governmental' sources. Such changes will eventually require new models and instruments of organization and administration in institutions of higher education.
