Intensive Building of Second Homes in Free Market Conditions: Example of Littoral Croatia

Second homes appeared as a notable phenomenon in Croatia in 1960s. This phenomenon has been more prominent in ex-Yugoslavia, especially in Croatia, than in other socialist countries due to socialist system which permitted individuals to own real estate and second homes. Since then, the number of second homes in Croatia has increased significantly, particularly on the coast and on the islands. After the period of adaptation and conversion of the former housing facilities into second homes during 1970s and 1980s, people started buying land and building second homes, regardless of the carrying capacity of the littoral and insular area. After the collapse of socialism and transition to market economy, Croatia has recorded uncontrolled and unplanned increase of number of second homes, particularly houses with several apartments that are not regulated by the regional planning policy. The introductory part of the presentation will review the reasons that had lead to increased building of second homes in Croatia, especially during 1990s. To illustrate these dynamics and tendencies the author will present the example of Malinska on Krk Island. Introduction of free market economy in Croatia has intensified negative physiognomic, socio-cultural and ecological effects coupled with drawbacks in commercial tourism, whose beginnings date back to the end of 19th century. The question that arises is how Croatia would respond to the increasing problem of privatization and intensive building on the coast in free real estate market conditions as the country approaches the European Union.
