The role of National Reference Laboratories in the Environmental Programme for the Dabube basin

The Environmental Programme for the Danube River Basin was established by the riparian countries of the Danube as a multi-year action project. The Monitoring, Laboratory Analysis and Information Management Sub-Group (MLIM SG) was formed for implementation of the programme. In order to establish a Trans-National Monitoring Network (TNMN) for chemical and biological quality assessment of the River Danube and the main tributaries, MLIM SG established three specialist working groups and National Reference Laboratories (NRL) in each Danube riparian countries which will be responsible for the analysis of all TNMN samples. The NRLs have to confirm agreement with the recommendations of the LMWG and to discuss areas of common concern, such as analytical methods for TNM and the needs for future work including minimum levels of AQC. There was also a requirement that laboratory Managers check their own laboratory methods against the specifications presented in Proposal of the LMWG and to review the determinand list of hazardous chemicals presented in Convention and identify which can be monitored with existing equipment. The NRLs have to discuss the results from the intercalibration exercises which are continuously organized and performed in all Danube countries in order to improve the existing laboratory practice. The main role of NRLs is to build up a standing platform to discuss areas of common interest, to agree topics and procedures that have a direct implication on the operation of TNMN and to coordinate the analytical policy in the Danube basin.
