On the role of hydrology in water resources management

The importance of hydrology is increasing because of the growth of global water needs. This is a cause of greater risk and unreliability in water resources management. The basic task of hydrology, which is fundamental for water resources management is the accurate definition and control of the water balance for different space and time increments. The water balance equation is simple, but in establishing it there are many unsolved problems such as: the determination of catchment boundaries, the accuracy of point precipitation measurement and the assessment of areal precipitation, the accuracy of real areal evapotranspiration and so on. Modern computer and numerically oriented hydrology tries to use most of the new scientific approaches, methods and technologies. Due to the influence of university education and papers published in leading scientific journals, young scientists in particular believe that this is the only way to progress. Experienced and practically oriented hydrologists do not share their enthusiasm. Hydrology has to be loyal to its basic principles and roots in order to be able to answer the future complex challenges of water resources management. As water resources management is an interdisciplinary task, hydrology needs to be better connected with other scientific disciplines and professions. Hydrology desperately needs extensive co-operation with all human activities, especially those concerned with environmental issues. Scientists and engineers have a great responsibility to give an answer on essential question: "How can hydrology be more effective and efficient in the future?" This paper tries to address this problem.
