Intellectual capital and competitivity in new economy

Blocking the development of the transitional countries leads to the low rate of growth of GDP, insufficient exploitation of their own resources and potentials, lower quality of life, all for the wrong reasons, as well as to weakening of the developmental abilities which will be extrapolished in the future. Countries, members of OECD, which through their scientific, technological and the whole economic development, create and direct the development of civilization, point out the technological changes and a growing importance of information and knowledge as a source of changes which marked the end of the 20th century and are marking the beginning of the 21st century. Such changes, accompanied by globalisation and global movements towards the economy based on knowledge transform national economies and make it possible to transform the quantitative into the new, qualitative flows. To prove this statement, different factors, forces, mechanisms and structures which have been influential in blocking the development of the transitional countries are elaborated concisely. After that the trends of the scientific and technological development in the developed and the transitional countries are presented. In this paper a special attention is paid to how to present a mathematical model which would measure the intellectual capital and say how successsfully it is used in diferent national economies.
