Development of a small tactical simulation

Recognizing the importance of computer simulations in modern military training, the Laboratory for Strategic Planning, Modeling and Simulation was assigned the task to investigate the possibility of the Croatian development of a tactical training simulation. To help assess the required level of expertise and the areas of technical risk the Pilot Tactical Simulation was developed. This paper discusses the Pilot project requirements, development team organization, different technical problems that were encountered (system architecture, distribution, concurrency, weapon system and terrain models), and gives some organizational and technical guidelines for the future.
