Philia and Benefitientia: Their Distribution Among Donor Countries

When the opposite principle of Neikos triumphs over Philotes, war begins. Population of Bosnia-Herzegovina and Croatia, felt the both sides of this Empedocles principles. The prevailing question in such a moment is how to provide humanitarian aid to maintain the health status of affected populations. The right to humanitarian aid implies the right to request and receive such assistace, as well as to paticipate in its implementation. Who used this right in the war? The interest of humanitarian organizations from various countries (which belong to important donor countries) revealed in relation to the number of organizations during the war: USA (54), UK (52), Germany (47), France (30) and Italy (20) were topping the list. The comparison of the number of organizations working at field to the total number of population in given country (Philia index) displays different picture: UK (0, 00090), Germany (0, 00058), France (0, 00052), Italy (0, 00034) and the USA (0, 00021) appeared in a significantly different order.
