Infrastructure Systems in Transition: Institutional Approach
Starting from traditional manner of providing infrastructure services, the paper presents the principles and forms of transitional changes in infrastructure systems. The constraints in providing infrastructure services, positions of infrastructure services as well as strategic approaches in the field of infrastructure are pointed out and elaborated on the example of countries in transition. There is a doubt expressed concerning the success of transition process in the infrastructure sector in those countries where either transition of production branches or of overall economy fails. Monopoly and state ownership of infrastructure systems in developed market economies has been replaced or is being replaced (for some infrastructure sectors entirely and for some partially) by mixed and/or private ownership, liberalization, decentralization and competition. In transition countries these processes, in accordance with the entire reform dynamics, are realised in different ways: in some successfully and in other less so or even unsuccessfully. There are a lot of limiting factors in transition countries that are in conflict with institutional reforms and restructuring of infrastructure systems. What are the experiences of infrastructure policy and liberalisation in transition countries? Where is Croatia among transition economies? What are her achievements in institutional transition and restructuring of infrastructure systems? This paper elaborates the mentioned transitional problems.
