The implementation of European aviation regulations to Croatia Airlines flight operations

Joint Aviation Requirements – JARs – have proven to be the most suitable framework for verification of potential code share partner’ s standards of flight safety, maintenance and passenger service. Consequently, Croatia Airlines is in the final stages of obtaining Air Operator’ s Certificate in compliance to JAR-OPS 1 standards. This certification requires significant adjustments in organisation, operational procedures and both initial and recurrent crew training. The key challenge in this transition is to retain or enlarge all segments of operations personnel’ s competence, anticipate and avoid possible overlapping in two different regulation, and all of this with proper resource management. These changes will inevitably lead to the restructure of ab initio pilot training in Croatia. Company conversion training is also vastly changed, necessitating creation of new training programmes, instead of revision of the existing ones. Considerably greater challenge is the implementation of new regulation in the recurrent training. The greatest change is decline in technical knowledge and skill training, accompanied with vast increase in socio-psychological knowledge and skill, emergency procedures and security with increased share of joint cabin-cockpit training. This changes are expected to increase the overall level of safety and efficiency, accordingly to both our and experience of other operators
