ASSESSMENT OF CROSS-BORDER TRANSMISSION CAPACITY BETWEEN CROATIA AND HUNGARY – case study for winter season 2003/2004 –

Power sector liberalization process has established new transmission control principles. Important aspects of newly liberalized market environment are known as congestion identification and management in transmission network. Congestion problem is interesting twofold: as supply security measure and market liquidity one. In this case study, congestion identification principles are presented at first. The Power Transfer Distribution Factors (PTDFs) along with their correlation to power transfer capabilities are explained in detail. Different scenarios of power system operation in Croatia are set in order to define a system framework with regard to availability of hydro generation capacity and power exchange and/or transit. Then, as a main target, numerical analysis is carried out regarding transmission capacity at the interconnection between Croatia and Hungary. First, the total transfer capability of Croatian system to Hungarian one is computed on the basis of power transfer distribution factors. Then, the Croatian-Hungarian interface transfer capability is evaluated. This numerical analysis aims to compare with expected Hungarian proposal for cross-border transmission capacity. Since the results are obtained according to predefined ETSO methodology [1-8], they could be used for publishing at European-wide level upon providing an agreement between two sides on the basis of achieved consent. It is necessary to clarify in advance all details regarding the TTC/NTC/ATC calculation methodology and to define TTC/NTC/ATC values at the interface between Croatia and Hungary for winter season 2003/2004.
