Application of a New Approach for Controlling Construction Products

Croatian civil engineering is characterized by lack of the systematic approach to planning, control and quality assurance in all the phases of project realization. The achieved results in establishing the quality management system in some segments of civil engineering production (laboratory accreditation, product certification) represent the initial trends for this problem solving. This kind of approach gives emphasis to quality in public opinion. It gives proof of legal responsibility for a product and develops awareness of the importance of the environmental protection. The initiated process of the quality management system certification in organizations according to standards: ISO 9001:2000: Quality Management Systems-Requirements and ISO 9004:2000: Quality Management Systems-Guidelines for Performance Improvement, together with the accreditation of laboratories according to HRN EN ISO/IEC 17205: General Requirements for the Competence of Testing and Calibration Laboratories, and with the accreditation of organizations for certification of the civil engineering products according to HRN EN 45011: General Requirements for Institutions Performing Products Certification, facilitate and enable an appropriate approach to meeting of significant requirements for a structure. The essential requirements: mechanical resistance and stability, fire protection, hygiene, health and the environment protection, safe exploitation, noise protection, energy saving and thermal insulation are regulated by the Law on Construction in force, and on the basis of the New Approach-Guidelines for Construction Products (89/106/EEC, 93/68/EEC).
