LOW-INCOME HOUSING IN THE PERSPECTIVE OF TRANSITION OF THE CROATIAN ECONOMY

The transition process in the housing and construction industry has embraced deep structural changes on the side of both suppliers and buyers. The supply side of the Croatian construction industry for more than 20 years of the pre-transition period was a peculiar combination of large state-owned construction companies on one hand, and of small &#8220 ; ; semi-legal&#8221 ; ; private businesses on the other. The demand side was defined, as an equally odd combination of publicly owned housing companies on one side, and individual householders on the other. As a new independent country, Croatia has been undergoing a complex process of transition towards a market environment. At the same time, the country was exposed to war and Serbian aggression, which have resulted in the targeting of a major portion of its potentials towards the reconstruction of destroyed and damaged property. Essential comprehensive reconstruction must also involve all forms of a market-friendly, social, environmental, and economic policy as a function of a new quality of life, which will be suitable for establishing harmonized, regional and sustainable development. However it is of utmost importance to notice that the efficient privatization process and establishing of a solid and dominant private sector is unavoidable pre-condition for the overall economic development as well as it is precondition for the efficiency of housing industry. Therefore the increasing role of the private sector strongly correlates with the successful market transformation and length of time needed to &#8220 ; ; catch up&#8221 ; ; with the growth trajectory. And without growth based on sound privatization model there could be no significant improvement in living standards of the population of transition economies.
