Inter and intra institutional conflict analysed in relation to the treatment of the convicted addicts in Croatian practice

Republic of Croatia is a transitional country which has, from the former socialist system inherited a wide net of institutions established for solving general and specific social problems. The fact is that the one-party system with a doctrine of collective proprietary rights successfully controlled socio-pathological problems (such as drug dependency and criminality) as well as generally negative sociological problems (poor economy, high level of unemployment). Croatia entered transitional processes through the war. However, that factor is only partially related to the after war drastic increase in socio pathological problems and nearly chaotic socio political situation. The net of institutions inherited from a former system cannot deal with newly arisen problems. The problem is not that these institutions are not sufficient in numbers or in a variety of services offered. It is its’ evident ineffectiveness in achieving aims for which they were established. In this paper the authors will analyse inter and intra institutional conflict in regards to a Program for the Treatment of the Convicted Addicts. The authors are the members of the team that works on the Program. The analysis is done based on Walter Millers’ mode of research. The Program is a novelty in the Croatian practice because it involves and links together several government institutions and non government organisations towards the same aim, namely to treat convicted addicts from the time they start serving a prison sentence until they return back to a society. The main point is in partnership of different institutions in implementing a common program which is not a common practice in Croatia. The Program will be described in details and conflicting points analysed according to the stages of development of the program. The analysis will show that efforts of the different institutions, participants in the Program, hide a latent aim as well the one for which the Program is implemented – to reduce a drug dependency and criminality. That latent aim is an achievement of a self serving functions of the institutions in question - to ensure the existence of the institutions themselves. The participants of the Program, since very introduction of the Program declare full mutual acceptance of the Program. However, in implementation of the Program they differ and some even mutually obstruct one another. The Program will be analysed from the aspect of 6 Miller’ s dimensions that might produce a conflict: moral-pathology ; rehabilitation-restriction ; centralisation – localisation ; individual and social field ; professionals and lay man ; scientific research and action). Authors will analyse reasons for intra and inter institutionalised conflicts, clearly visible even to a non-participants of the Program. The measures undertaken by the members of the team aimed at preventing the obstruction of the program will be presented. Finally, strategies undertaken by the participants in order to detect and expose the process of obstruction in the eyes of general public will be analysed as well.
