Croatia on the Way to Join the Next Wave of the EU Enlargement
The paper analyses prospects of Croatia to become candidate for the future EU enlargement. The paper is based on the experiences of Croatia in implementing the SAA, practical results achieved and dilemmas concerning next steps in approaching the EU. The SAA between Croatia and the EU, signed in October 2001, established the institutional relations with the EU and marked the beginning of preparations and adjustment for the full membership. Through the SAA, Croatia is seen from the EU side as a potential candidate for membership. On the other hand, it envisages the possibility of individual progress towards a latter stage of membership negotiations. The paper analyses preparations necessary for Croatia to apply for the full membership in early 2003. It led to conclusion that successful implementation of the SAA will be one of the most important factors for positive stance of the EU on Croatian application for membership. The success will highly depend on the extent to which Croatia will prove its own efficiency in implementing reforms and accepting the European standards in practice.
