Generic Approach for Structuring WLC data for the Construction Industry

Whole life costing (WLC) application is becoming important as long-term building owners and clients start to demand evidence of what their costs of ownership will be. It is also becoming more important as more private companies invest in Private Finance Initiative (PFI), Public Private Partnership (PPP) and Prime Contracting (PC) projects. These types of projects require the companies involved to take long-term responsibility for delivering the required level of services and for building operation, maintenance, availability and performance. One of the main barriers to the successful implementation of WLC is the lack of reliable and consistent whole life support (WLS) data on elements of WLC and the performance of a building&#8217 ; ; s elements and services. This paper reports the results of a research programme which sets out to develop a generic framework for collecting whole life cost data for buildings. A brief description of the levels of Whole Life Costing breakdown structure (WLCBS) and WLS data structure is presented. The proposed WLCBS will be of value to all project team members (designer, contractor, facilities manager, supplier, etc.) who might be involved in traditional procurement or PFI, PPP, and PC projects. When the cost data structure is populated, it will provide the foundation from which the whole life costs and values of different alternatives can be estimated and from which the technical, financial risks, operational and performance risks, associated with PFI, PPP and PC projects can be assessed and minimised.
