Gender responsive budgeting: The case of Croatia
This article briefly reviews gender-responsive budgeting (GRB) at the national and local levels in Croatia. Local governments were surveyed to evaluate their understanding of gender differences and the need to incorporate GRB when deciding on budgets. Some local governments were found to have a high level of gender awareness. The first initiative in GRB in Croatia was in Zagreb under the auspices of its Gender Equality Commission. In collaboration with the scientific community, the commission produced a study highlighting the city’s programmes that directly or indirectly improve the working and social position of women in the city. The aim of the study was to strengthen the political will to start the GRB process. GRB is still a novel, interdisciplinary and under-researched area and this article contributes to the existing literature by presenting the experiences and challenges of implementing GRB in Croatia.
