Toward Tools for Coastal Management with an Emphasis on Aquaculture

In a recent review Sorensen (Coastal Management, 25(1997), 3) concluded: "despite the continual growth of Integrated Coastal Management (ICM) over the rast three decades relatively little information hss been generated on what works, what does not work and why". Analysing failure of this initially highly promising and potentially useful activity, I conclude that the state of art is a consequence of inadequate tools used so far to tackle persisting problems. The rest of the paper is devoted to tools that need to be used in order to construct the first successful integrated coastal zone management plan.
