Diplomacy at the time of the COVID-19 pandemic: Continuity and change
The dispatch of diplomatic missions to foreign states has been and remains the cornerstone of diplomacy. The diplomatic profession is conservative when it comes to technological changes, and is usually one of the last to apply them. COVID-19 has brought new challenges and opportunities to countries and their conduct of diplomacy. Although the digitalization changes started years ago, the global pandemic accelerated the process, and practitioners of diplomacy had to adapt quickly. The aim of this paper is twofold. The first part analyzes these changes in various modes of practice (bilateral, multilateral, and consular), and displays the advantages and disadvantages of COVID-19 on the conduct of diplomacy. The second part applies these findings to the Croatian Presidency of the Council of the European Union (from 1 January until 30 June 2020), which was not only the first Croatian Presidency but also the first Presidency under the circumstances caused by the pandemic. This research uses the mixed method. The quantitative research analysis is done through newspaper articles (reviewed with critical selection) and official reports, while the qualitative method includes interviews with diplomats.
