The External Dimension of European Union's Critical Infrastructure Protection Programme: From Neighboring Policy to Transatlantic Cooperation
This chapter describes the European Union’s external outreach in the field of CIP, as announced since the initialization of the EPCIP. The objective of the “external dimension” was crystal clear since the beginning as cooperation beyond the EU’s border was deemed necessary to avoid that disruption of critical infrastructures outside of the EU that may have an impact on the EU, and vice versa. The central part of council directive 2008/114/EC is to be considered the procedure for identification and designation of ECIs. The NIS directive covers two groups of actors: operators of essential services and digital service providers. Operators of essential services are considered those who provide key services to society or the national economy in the following seven sectors: energy, transport, banking, financial market, health, drinking water supply and distribution, and digital infrastructure.
