Eastern European welfare states

The transformations in Eastern Europe have been multiple and extensive, and for several decades, the region has often been depicted as “in transition”, marked by uncertainty and in a permanent state of emergency. Initially, the transition from a socialist to a democratic and capitalist regime was principally discussed through economic and political lenses. Still, it also entailed a transition of social welfare structures, gender relations and other transformations. This chapter briefly describes the breadth of these transformations, revealing the main similarities and differences in welfare state development in Eastern European countries and showing how the region has evolved and become more diverse over the last three decades. It shows the creation of varied hybrid welfare systems in the region, stemming from both diverse starting points and diverse development pathways. It specifically discusses the transformations related to sociodemographic pressures, care and gender equality issues
