Sažetak
Kako je porezno opterećenje građana Republike Hrvatske vrlo visoko potrebno je veću pažnju pokloniti nefiskalnim prihodima. Značajni nefiskalni prihodi se mogu ostvariti u strukturi državnog proračuna, ali i proračuna lokalnih zajednica ako bi se stambeni fond u javnom vlasništvu dalje privatizirao. To bi imalo ne samo fiskalni već i značajan pravni učinak kao dokaz da je Hrvatska demokratska i socijalna država.
