Immigration and long-term care workforce in Croatia

Developed countries are increasingly turning to migrant workers in order to keep pace with the growing long-term care (LTC) demand. Several countries follow active immigration strategies for international recruitment of formal care workers (nurses and personal carers). Migrant care workers have a very small role in the Croatian LTC workforce. On the other hand, there is an increasing outflow of Croatian nurses and carers to wealthier countries. As a result, workforce shortage has become an important problem in the LTC sector. The goal of this paper is to analyse the extent to which immigration might provide a source of workers who could help in meeting LTC workforce demands in Croatia. Obstacles, opportunities and challenges are identified by using a qualitative survey through structured interviews with specialists from the LTC sector, representatives of professional associations and government bodies, members of scientific community specialising in this field and other relevant experts. The results should help policy makers in making informed decisions regarding migrant workers in LTC.
