Investigating the influence of regulatory standards in maritime transport on the safety of ships
The maritime industry is considered one of the most regulated industries. Nevertheless, accidents and incidents on ships are not rare occurrences. According to the European Maritime Safety Agency (EMSA), human error remains the main cause. Among the numerous regulations, the International Safety Management Code (ISM) and the Maritime Labour Convention 2006, Chapter 4 Health Protection, Medical Care, Welfare and Social Security, are considered the most important instruments to prevent human errors. In order to investigate the current status of the above regulations, a questionnaire survey was conducted among professional seafarers. The research questions were based on the basic, already known issues identified as problematic in the literature, such as: over- reliance on safety management systems (SMS), use of standardised safety rules and procedures, allegations of their excessive use, required living and working conditions, and working and resting hours. The results obtained can serve as guidelines for future improvements in the maritime industry.
