Stress for the Wellbeing Sectors: The Paradox of Culture and Tourism in the COVID-19 Times

COVID-19 crisis impacted the whole society. However, although exact research data are still not present, travel and transportation industry is projected to have the highest coronavirus impact index. Media and entertainment industry is seen to be impacted in a slightly lesser but still to a very high extent (Statista 2020). This largely impacts cultural tourism as well. Many overtourism destinations suffering from excessive numbers of tourists with negative impacts on the community (Dodds and Butler 2019), now suffer from total lack of touristic activity. Some authors advocate undertourism (e.g. Ferrulli 2020) to be the solution both for pandemic recovery as well as for achieving sustainability. Large effects of pandemic, however, create a perception on undertourism as a bigger threat than overtourism (Lindblad 2020). Pandemic is certainly an opportunity to reflect on the existing (cultural) tourism models, which might have not been ideal, often leading to overtourism. It offers a possibility for different partnerships, new types of the offer, audience development, as well as for human capacity building. However, most attractions need to survive in order to be able to capitalize on new models. This chapter first reviews and analyzes different response measures in culture and tourism introduced globally, individuating those specifically related to cultural tourism. It then presents several case study examples of cultural tourism responses to the pandemic, and finally draws conclusions and recommendations offering a view of cultural tourism development in future.
