One of the topics within the ongoing discussion on educational reform in Croatia was the introduction of obligatory early foreign language learning into elementary schools. A part of the general and professional public promoted the idea of English as the only possible 1st foreign language in elementary schools. In this context the Croatian Association of German Teachers (CAGT) developed different activities in order to assure the status of German and other "non-English" languages as possible 1st foreign languages in obligatory early foreign language learning. One of the most important activities was the "Zagreb Resolution on Plurilingualism". The goal of this document was to arrise the public awareness of the importance of plurilingualism for Croatia and to propose possible ways of its achieving. One of the preconditions for plurilingualism of Croatian citizens is the free choice of the 1st foreign language in the primary education. This means that not only English can be the possible 1st language to start the foreign language learning sequence with. The second field of activities was the active participation of the representatives of the CAGT in the expert group iniciated by the Educational Development Institute in order to develop the national foreign language policy with special emphasize on introduction of obligatory early foreign language learning. There are no measurable indicators about how much the activities of the CAGT contibuted to the final outcomes, but the fact is that the official introduction of obligatory foreign language learning into 1st grades of the Croatian elementary schools starts from the school year 2003/2004 and that different languages can have the status of the 1st foreign language. Regarding this the CAGT achieved its above mentioned goal.
