Reducing the impact of spatial planning decisions on landscape qualities; examining the role of landscape studies

Landscape as a complete spatial phenomenon with its qualities and subjective and objective attributes is recognized as an extremely important factor in spatial development. Mostly because the landscape is changing due to changes in human activities in space, there is a need for landscape studies as an expert basis for the preparation of spatial plans or their amendments. Many of the already developed landscape studies analysed in this paper pointed to specific conflicts in space, landscape sensitivity and potential landscape degradations that may result from locating individual interventions in space. Considering that the spatial plans envisage locations for various interventions (roads, expansion of the construction area of ​​settlements, tourist zones, industrial zones, zones of exploitation of mineral resources, etc.) for which a significant impact on landscape quality can be expected, this paper aims to point out the role landscape studies in reducing the impact of spatial planning decisions. Therefore, spatial plans that have taken into account the results of landscape studies will have significantly less impact on the landscape in the process of strategic environmental impact assessment (SEA) but also in the process of environmental impact assessment (EIA) of individual interventions envisaged in spatial plans.
