WP2c: Report about of advance training T. Arbneshi in Rudjer Bošković Institute of POPs analysis and investigation the suspicious areas in Kosovo contaminated with POPs as consequence of war damages

The significant quantities of polychlorinated biphenyls on the number of locations during demolition and damaging electro-transformer and capacitor stations within Kosovo caused by the warfare 1999, leaked into the environment and endangered some ecosystems. Due to changing authorities in Kosovo mainly the owner of transformer stations in Kosovo usually do not have the exact data on the type of oil, the quantity of leakage because of warfare, transformer stations locations, and especially difficult is obtain the data on the damaged facilities with oils that contain PCBs. Until now, neither before nor after the war, no any institution in Kosovo carried out the analyses of any samples of various materials to the POPs content, and no institution within Kosovo currently does have the analyses to PCBs from any contractor for Kosovo ground, so there are no effects and locations known of entering and consequences of the negative affects of PCBs to the ecosystems. The only exception was in early May 1999. The joint UNEP/UNCHS Balkans Task Force (BTF) was established to collect and analyse the consequences for the environment and human settlements of the military actions in the Balkans region. BTF studied the impact of the conflict on the environmental situation in three countries: Yugoslavia, FYR of Macedonia and Albania. Findings of the Balkans Task Force in Pristina Plastic factory there were not alarming dioxin release detected. Problems in our investigation the polluted sites are often caused by impossibility to get the exact data, these data uncertainty, often its contradiction, disapproval of the work in the field by the most important transformer stations owners, impossibility to get the technical documentation and the current absence of the competent persons in the field of the transformer and capacitor stations alone. Until now we think that suspicious places polluted with POPs as consequence of the war wastes are: Pristine, Skenderaj, Peje and Gjakove. Due to task of young scientist advance training, Dr.sc. Tahir Arbneshi successfully finished his training and it is hope that he will successfully transfer his knowledge about good practise of POPs analysis in crude samples to other people at Pristina University and will be able to organize laboratory for good analysis of POPs in this environment.
