Train Access Charges and Liberalization of Railway Freight Market

From 1 January 2007 begins liberalization of the railway freight market in the European Union. This is a massive step from a completely closed system to a fully open system. Track access charges are introduced for incumbents and newcomers. In the beginning, all railway undertakings were quite unsatisfied with the track access charges different schemes. It was an entirely new form of cost for them. After years of negotiations and practical usage, track access charges are balanced between infrastructure managers and railway undertakings nowadays. Today, track access charges are in labile equilibrium between different stakeholders. In this paper, we investigate how different track access charges for minimum access packages influence the overall numbers of operators, and most importantly, what changes have happened on the railway freight market? Our case study will limit the Republic of Croatia, the latest country entering the European Union in 2013. From one stated own operator until today, we have reached 13 operators. Form 10, 6 million tones transported by railway in 2013 we reached in 2020 almost 15 million tones transported goods. In the same period formula for minimum access packages was changed five times, and in 2020 there is a formula only for freight transport. What were the positive and negative aspects of changing the track access charges and liberalization of railway freight transport?
