Grooming Re-Examined: Protection of Children from Sexual Abuse in The Republic of Croatia
The impact of European standards on national legislation intends to modernize, improve, and harmonize existing solutions. In order to protect children, states strive to make the impact and changes of national solutions as effective as possible. This chapter deals with EU and CoE standards related to the criminalization of solicitation of children for sexual purposes or child grooming. It examines the specific criminalization requirements and offers suggestions for pro futuro reflections related to the incrimination content, manner, and limitations. The features of legislative changes in the selected legal systems of England, Germany, the Netherlands, and the United States are also explored revealing that the incrimination manner has different variations. Special attention is paid to the Republic of Croatia where compliance with European standards at the legislative level took place very quickly. However, the analysis of improved legislation implementation revealed that the number of prosecuted acts is almost non-existent, pointing to room for improvement in order to obtain desired practical effect.
