EASO Feasibility Study Report

The Feasibility Study Report on the analysis of the procedures for establishing an education and training provider in the EU Member States (Feasibility Study Report) was prepared under the Framework Contract between the European Asylum Support Office (EASO) and the service provider – the Consortium led by the France Éducation International (FEI, France) and involving Algebra University College (AUC, Croatia) and Academic Information Centre (AIC, Latvia). It is the result of a research looking to identify the requirements that newly established educational providers must meet to be able to award partial qualifications1 recognised as equivalent to the EQF level 4-7 and full and partial qualifications recognised as equivalent to the EQF levels 6-7. In systems where different arrangements are set for publicly funded and publicly established institutions than for those that are not established by the local or national governments, the procedures analysed in this study are those that are applicable to a non-state owned/funded HEI that are usually defined as “private” in the national legislation. Therefore, the term used in this study is “private institution” or “non-state”, when referring to institutions that are not established by the local or national government in a given Member State. Moreover, if the HE system is binary and if there are substantial differences in terms of different requirements for research universities than for professionally oriented HEI (University of Applied Sciences, University College, and Polytechnic) the system has been analysed from the lenses of establishing and operating as a professionally- oriented HEI. This Feasibility Study does not represent a comprehensive presentation of education and training systems in the EU Members States. The sole purpose of the research was to enable a decision-making process by the EASO on selecting the EU Member State with the most open and flexible education and training system where the EASO would be able to register an education institution. The critical factors for the research analysis were set by the EASO prior to the beginning of the research. The research was carried out in two stages. First, the wide screening on National Qualifications Frameworks and corresponding legislation in all the 27 EU Member States, including sub-national systems (where applicable) was carried out against the set of seven criteria (critical factors) for becoming a legally recognised qualifications provider. The outcome of the wide screening is the Chapter One of the Feasibility Study Report describing the main research. findings and the preliminary review of the analysed 27 EU Member States in relation to the seven criteria. At the conclusion of the Chapter One of the Feasibility Study Report, a short list of eight (8) Member States’ systems, largely compliant with the seven criteria, were recommended for a further in-depth analysis. The short-listed EU Member States were then analysed by applying a set of specific additional criteria defined for an in-depth research. The results of the in-depth analysis are presented in the Chapter Two of the Feasibility Study Report. The recommendation of the three EU Member States with the education and training systems most suitable to host the EASO as a legally established and recognised qualifications provider, able to operate and provide education in all EU member states, is presented in the Chapter Three of the Feasibility Study Report. The analysis of the Member States’ legal and institutional frameworks was conducted as desk research, followed by interviews with officials employed by the competent authorities in the VET/AE and HE sectors verifying the information from the desk research. The research was carried out in November – December 2021. The descriptions, analyses and conclusions offered in this Feasibility Study Report are based on information publicly available at that time and informally verified with local experts and officials in the EU Member States.
